The city with the highest cigarette tax is Washington, D.C., at $5.85 per pack while New York City comes in second with a $5. 85 per pack tax. An even more radical proposal is on the table in California, where lawmakers have proposed raising the tax on a pack of cigarettes by $2 per pack. The CDC claims that the $78 billion in added revenue would be generated by higher cigarette sales due to the tax increase.
